The president shall be directly responsible to the Board of Trustees. He/She shall carry out all rules, regulations, orders, directives and policies established by the Board and shall perform all other duties necessary or appropriate for the Board. The essence of the relationship between the Board and the president shall be full mutual confidence and completely open communication.
The Board of Trustees specifically delegates to the president the authority:
A. To act as the principal administrative officer of the college and to supervise all operations and programs of the college.
B. To be the appointing authority for all administrative exempt personnel and to set their salary.
C. To be the appointing authority for all full- and part-time faculty and set their salary levels in accordance with the Board of Trustees and Faculty Association contract agreement.
D. To make budget revisions of less than $250,000.
E. To request funding or grant applications, including non-appropriated funds under $1,000,000.
F. To sign expense contracts for amounts up to $500,000 and for revenue contracts up to $6,000,000 for Corporate & Continuing Education (CCE).
G. To make such fund transfers as necessary to avoid negative cash balances in local operating funds at the close of an annual accounting period. All such transactions will be reversed at the start of the next fiscal year. All necessary transfers will be reported to the Board of Trustees at the next meeting following the close of the annual accounting period.
H. To sign contracts and agreements for educational programs and services.
I. To accept grants, conveyances, devices, of real or personal property from private sources valued at less than $200,000.
J. To dispose of surplus property valued at less than $250,000.
K. To establish schedules for services and activities and special fees charged by the college.
L. To be the appointing authority for all classified and part-time hourly employees.
M. To establish procedures for the refund of tuition and fees for students who withdraw from a class or program of study, provided said procedures are within parameters set forth in RCW 28B.15.605.
N. To invest funds; to approve travel advances; and to sign checks in accordance with RCW 28B.50.320.
O. To approve all college employees' travel requests for out-of-state, international and domestic travel.
